Zone IN1 General Industrial

The IN1 General Industrial Zone (IN1) is used for industrial land uses in Hilltops identifies lands suitable for a range of industrial and employment uses.
This zone also provides space for complementary land uses such as the service businesses required to meet the day-to-day needs of resident, commercial, and agricultural activities in the area.
It locates land in Hilltops with current or proposed town infrastructure services to support Hilltops’s long term economic growth. This zone also regulates development permitted in order to minimise any adverse impacts of industrial establishments on surrounding zones.

Hilltops 2040 Local Strategic Planning Statement (LSPS) and IN1 General Industrial Zone
Consistent with Hilltops 2040 – Hilltops Local Strategic Planning Statement, the IN1 General Industrial zone’s objectives and its permissible uses table reflect the importance of industrial lands including their significance for Hilltops’s long term economic sustainability and the success of Hilltops’s towns.
The IN1 General Industrial zone’s ‘Zone Objectives’ also align with the objectives and directions of the NSW Government’s South East and Tablelands Regional Plan 2036.
Overall, the zone objectives and permissible uses table work to facilitate the orderly development of industrial land for industrial-related purposes.
The Draft Hilltops LEP further supports these objectives by amending the land use table for the IN1 General Industrial zone to facilitate industrial development and associated ancillary uses.

The Draft Hilltops LEP 2021 proposes the following IN1 General Industrial Zone Objectives which align with the industrial objectives outlined in the Hilltops 2040 Local Strategic Planning Statement. These are:
- To provide a wide range of industrial and warehouse and uses.
- To encourage employment opportunities.
- To minimise any adverse effect of industry on other land uses.
- To support and protect industrial land for industrial uses.
- To provide fully serviced industrial allotments links to town water and sewer networks.
Land Uses in IN1 General Industrial Zones
This zone has been in use in Boorowa, Harden, and Young townships since the NSW Government’s ‘Standard Instrument LEP‘ was introduced over a decade ago.
However, to achieve greater consistency across Hilltops with NSW Government regional strategic policy and Hilltops 2040, some changes have been proposed to the permissible land uses in the IN1 General Industrial land use table.

Where is this zone located?
The IN1 General Industrial zone is found in multiple locations, all adjacent to Boorowa, Harden, and Young townships.

What is permissible in the IN1 General Industrial zone?
A majority of the changes in permissible land uses within the IN1 General Industrial zone relate to providing greater consistency in the use of the zone in Hilltops. However, additional changes have been proposed to respond to and reflect the latest NSW Government strategic policy direction and the outcomes of the development of Hilltops 2040.
It is also to be noted that the changes proposed in the Draft Hilltops LEP 2021 to permissible land uses will only apply to new development where an application has been made after the new LEP is finalised and in operation.
